Outlook 2007 Delaying mail to certain addresses

For some reason, Outlook 2007 wants to delay mail sent to certain addresses and I can't find why. It seems to be random. I'll send an email and it sits in the out box. When I view it there it has the clock icon as it would if delayed, but when I click on the mail and remove the delay (typically 5 oclock that day) it changes the icon but the mail will not deliver. I have no rules set up to to do this and I've checked every setting on outlook and everything should be going with no delays. Any one have a suggestion?

I can also not find anywhere on the net where someone has had this issue.
