outlook 2007 and mailboxes

Please help....

I have just installed a network with SBS 2003, Exchange server 2003, XP clients running Office 2007.

I have a weird problem with Outlook and exchange in that my users can send email externally and the emails get to there destination. They can send internal emails and they get to there destination. However incoming (external) emails, are being downloaded by pop3 mailbox manager, and I can see the messages being added to the mailbox (number goes up) but the messages arent then being seen by the user on their outlook.

ANyone suggest the problem

If they login via OWA, do they see the messages?
