Outlook 2003 Wrong Account

I have three email accounts set up on my computer. One is an Exchange Acccount. The other two are POP accounts with an SMTP server. Occassionally, a message a send from one of the POP accounts will be sent "on behalf of" the Exchange account. When this happens, the return address is the Exchange account. I do not want those accounts to send "on behalf of" the other accounts. I want them to operate independently. How do I solve this problem?
 
Is there not an option next to send, which allows you to specify which account? by the drop down arrow?

Is the Exchange account you default account? if so there will be a tick box that says "use this account , when sending and recieving mail"

I had this setup before with three POP accounts. My one POP account was converted to an Exchange account. It is the default account. When I want to send from a different account, I choose to send a new message and pick the account to send from out of the drop down.
