Outlook 2003 will not close completely

I have a user who is having a weird trouble with outlook 2003. It seems that when he clicks 'x' or Alt-F4 or file..close that outlook only appears to close. I.e. it drops off the screen and disappears from the tray icons. But if you try to run outlook again it won't run. Checking the task manager shows the application OUTLOOK.EXE still running and the new OUTLOOK.EXE will not run until the first closes. No error messages, you have to figure this one out on your own. Microsoft is, of course, no help, and the only answers I've found elsewhere simply call it a MS glitch and are waiting on them to fix it. I'm thinking of altering the registry for office to try to get it to resend the end process command.

This has been a problem with Office apps for some time.

Not sure how to solve it other than killing the process
with the task manager.
