Outlook 2003 Stripping Mail?

I have a question about my Outlook mail. When I access my mail through my webaccess feature through my provider my mail looks like it should with all the pictures and links. You can hover your mouse over the pictures and the mouse turns into a finger to click on the embedded link. Once I actually get home and open Outlook and download the mail, some of the pictures are there, some are not. But even if they are there, the embedded links are not. I went into the auto picture download settings and unchecked the "don't download pictures or other content in HTML mail". Does anyone know what could be causing this?
