Outlook 2003 sp2

I have a user that has Outlook 2003 SP2 and intermittantly gets this error:

Task {His email}- Sending' reported error (0x8004210B) : 'The operation timed out waiting for a response from the sending (SMTP) server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'

He seems to be the only one having the issue. Is there outlook or PC troubleshooting I can do. The ISP says "no problem on our side.

First step is to confirm this pc is on the network/internet and confirm that you have entered the correct smtp server. If these conditions are confirmed try to ping the mail server - [start][run] type "cmd" (no quotes) which will bring you to a command prompt, then enter "ping smtp.isp.com" (no quotes).
If you get replies from the smtp server then you should confirm that the username & password are correct.
Also, check for firewall applications that may be running and blocking the app.
