Outlook 2003 Search Folders "Mail from and to specific people" Problem

I set up a Search Folder, select the option "Mail from and to specific people", pick the person from my contacts folder and run the query. Outlook seems to find the messages FROM the person I selected but only a fraction of the messages I've sent TO that person. It seems to find some of the messages that I've sent to that person but not all of them. Is anyone else having this problem?
