Outlook 2003 Rules - can't make exceptions

I am having trouble making an exception in my rules, for Outlook 2003. I navigate to Tools > Rules and alerts. From there, I highlight the rule for which I'd like to add an exception, and I click Edit Rule Settings. The list of conditions includes "with specific words in the subject," but the list of conditions does not include anything like "except if the subject contains." How do I create an exception?
 
Outlook 2007 doesn't include that either. Can you rephrase the rule in a way that can be done in Outlook? For example, instead of deleting all mail *without* the word DOG in the subject, maybe you could just move all of the mail *with* DOG in the subject to a different folder and then delete out what's left in the regular Inbox.

Similar to what JPaules has posted - work backwards. Remember that mail rules are processed in order. Make another rule before this rule to stop processing more rules.

The second rule won't be processed if the first condition is met. If the first condition is not met, the second rule will be processed normally.
 
Thanks! I must've been having a brain freeze that day, because I tried it the next day and was successful. After selecting the Rule I wanted to change, and then clicking Change Rule > Edit Rule Settings, I got a list of conditions (none of them "except".) I hit Next on this window, and got the list of Actions. I hit Next on this window, and got a list of "except" statements. That was exactly what I was looking for - I just wasn't going through the process far enough to find it. Thanks for your efforts!
