Outlook 2003 rule using sender is in >>> address book

Here is my situation; when I set up a rule to use the "sender is in ___ address book, the rule is set up but screens nothing. I'm using the GAL as the address book. If i set it up using personal contacts or all contacts it works. Any suggestions or additional information needed? Client is Win XPsp2 running Office 2k3sp2 interfacing with exchange 2k3 on win 2k3 stand server in a native 2k3 environment.
