Outlook 2003 rule only running once per session

I have created a rule (the only rule) on O2003 to reply to any e-mail which has an attachment.

The rule works the first time a sender sends an e-mail however if they send another e-mail the rule is ignored for some reason.

I'm not using the Out of Office but the normal rules editor so can't understand why it is behaving the way it is.

is there a reason and better yet a fix?

The complete rule is:-
Apply this rule after the message arrives
which has an attachment
reply using c:\template.oft
