Outlook 2003: Rebuilding PST file every time Outlook runs

One of my users has a problem: when he opens his Outlook 2003, it comes up with a message box that claims that the Personal Folders file was not close properly and then proceeds to check it for errors.

Normally, when I reboot his machine and start Outlook for the first time, this error doesn't occur. It does occur after I close Outlook and re-open it.

The error does not occur when running in safe mode.

So far, from what I've found by google searching, this suggests that either Outlook isn't completely closing when my user closes Outlook or another program has hold of the PST file. I checked the Task Manager to make sure, and it appears that Outlook.exe is not in process list when he closes Outlook. Of the software I found that is known to cause this problem, the only one I can tell that he has is the software for his Blackberry. However, I shutdown the Blackberry sync program upon start up and the machine exhibited the same behavior.

If anyone knows of anything else that could case this issue, I'd appreciate the help.
