Outlook 2003- randomly NOT sending a message

I can't get a handle on this one. Every once in a while Outlook just won't send a message that is waiting in the Outbox. It has happened with a New message, one that I am forwarding, one that I pulled the email from my Contact list or typed in manually... I have a few email accounts here and it has happened with different accounts. Sometimes I'll just delete the outgoing message, retype it, and then it will work. Other times, no. I've watched when I've had a couple of messages in the Outbox and there may just be one message that it just does not like- all get sent except for one. I've had to reboot sometimes to get the message to go, other times, it won't do the trick.

Any thoughts?
