Outlook 2003 - Pictures Don't Show

Outlook 2003 SP3 in POP mode.

When a email comes in with a picture attached just a blank box with an 'X' in it shows but when you hit reply the picture shows up in the reply message?

There's no "show picture" option available.

Try Tools, Options, Security, Change Automatic Download Settings, and clear "Don’t download pictures or........" check box.

Tried "Tools, Options, Security, Change Automatic Download Settings" but it made no difference.
