Outlook 2003 not saving new contacts

When new contacts are created and saved in Outlook 2003 they are not saved. I have a user who can create a new contact, save it and the contact will not show up in the contacts list.

I closed Outlook and reopened it and the new contact will still not appear in the list. Once the computer is rebooted and Outlook opened the new contact will appear.

Has anyone ever seen this before?
