Outlook 2003 not honouring rules when HTML is involved

I'm trying to set up a junk mail rule to block emails with embedded pictures. I created a rule which blocked any of the following in the body of the email:

src="cid:
src='cid:
src=cid:

but they simply get ignored. Is there any way of getting Outlook to honour the rule in HTML-coded emails?
