Outlook 2003 not archiving

One of my clients is trying to archive his email but every time he tries, it doesn't work. here is what he is using.
Windows XP SP3
Outlook 2003 SP3
80GB of free hard drive space
NTFS drive
Email server is Exchange SP2 from SBS 2003 SP2.

I just opened his Outlook and went File|Archive
selected the subfolder of his inbox that we wanted to archive. selected the Checkbox that says "Include items with Do Not AutoArchive checked" and hit ok.
It created a folder called Archive folders, it had the inbox subfolder and the subfolder we were trying to archive, but no emails exist in this folder.
No errors arose during the process. all the emails we tried to archive are still in his exchange mailbox.
He reports that this has been an issue for a couple years now and he has actually lost email when trying to archive in the past.
I have run the scanpst.exe on the archive.pst
I have run the detect and repair feature within outlook.
It is unlikely to be an issue related to the exchange server, as I have just tested the Archive feature on 3 other workstations and they worked properly.
 
Permissions issue? Either permissions on the local disk, or permissions on the Exchange server? Since it's on an exchange server, it could also be some sort of network permissions, I would guess.
