Outlook 2003 News button

We're starting to test Outlook 2003 here and we're having an issue with the News button on several machines. When it's clicked, instead of starting the OE newsreader, it opens the following folder:

root:\Documents and Settings\%username%\Local Settings\Application Data\Microsoft\Outlook

We can only sometimes correct the issue with a complete uninstall/reinstall.

Does anyone have a cause or solution?

Looks like changing Internet Options in IE is the fix for this. Under the programs tab, Newsgroups should be set to Outlook Express. Changing that has fixed the machines here.
