Outlook 2003 Junk Email Filter Settings

I keep getting a ton of junk email and it is not going to my junk email folder. I go into junk email settings and set it to high. But as soon as I close my mirosoft outlook and then open it up again it goes right back to low settings. I cannot get the settings to stay at high. I checked my internet explorer to see if it was something in there but I don't see anything. Why won't my outlook junk email filter stay at high.

Are you downloading the regular updates to the Junk Mail filter and Outlook?
