Outlook 2003, inserting file hyperlinks not showing explorer window

In outlook 2003 sp3 I am trying to insert a hyperlink to a file.

When I click insert, hyperlink all i get is
a box which asks me to choose type and then I have to manually type in the files URL. Not perfect!!

On another machine runniong the same version of outlook with the same service pack, when I click insert hyperlink there I get a bigger window which enables me to select the file via an explorer type window. How do I get this on the other machine please.

What I do when creating the email is:
Insert, File (or click the paperclip) then select the file from the explorer window that opens - the drop down in bottom right of the explorer window allows me to choose between inserting a link or attaching the document. The availability of the hyperlink option does depend on the format of the email.
