Outlook 2003 imbedded gif question

Possibly this?
In that user's copy of Outlook:
Tools Menu ->
Options ->
Security Tab ->
Change Automatic Download Settings ->
Uncheck "Don't download pictures..."
Or, make sure that whomever they are receiving the emails with pictures from have been added to the safe senders list (if you prefer the extra security offered this way).
This option was not availble in 2000, I don't think, which could well explain this occurance.
