Outlook 2003: Error synchronizing folder

I get the following error on several computers and is unable to resolved it. Is it a problem synchronizing with OST?

I have seen this hotfix but option to Download Public Folder Favorites under Cached Exchange Mode Settings is not enabled.
Only way to solve this is to put users back to online mode for now otherwise their mailboxes get flooded with these messages.
