Outlook 2003 Double Line Spacing

I have a headache of an issue here. When I compose an email it always comes up with double line spacing. Even if I highlight and go to Format > Paragrah and change it to single line spacing it wont change it.
I dont know what to do and have reinstalled Outlook but still does not work.
Any ideas?

Zamy - the double spacing can be turned off by going to "tools" "options" and then "mail format tab". It has to do with using Stationary. You need to change the stationary to "none", go back to "format" "Paragraph" and change the spacing. Then close out Outlook and go back in. At that point you should be able to add your stationary back on and it should be ok.
