Outlook 2003 - Disabling Stationery in Outlook

Hi,

I have been asked to look into disabling the Stationery and Fonts, as at the moment users have many weird and wonderful backgrounds on there mails. When sending out emails and if they have these background it doesn't show a professional image, so we would like all users to have none, bit boring yes, but all the same professional. I have looked into the GPO settings that are available and can see the Stationery Fonts setting, but cant see in the Stationery font options anything regarding disabling the users from changing the default stationery. All I am trying to achieve is to set the background to None, and then disable the option, so the users are unable to change it.
Can anyone please help us?
