Outlook 2003 Default PST type using old format

I have installed MS Office 2003 using the Custom Installation Wizard in the MS Office 2003 Resource Kit. In the Outlook configuration I have specified outlook to automatically configure the users profile to the email server and setup a default pst using the new Unicode format rather than the old ASCI format. (Unicode supports up to 20GB - ACSI Supports only 2GB) But when I log in and open outlook for the first time the default pst is setup in the old ACSI format rather than the Unicode. I even tried setting the option for default PST's to Always use UNICODE but when I open with that setting I get an error saying "This task cannot be preformed at this time" and then prompts for a file name but actually does create the proper format. Any one have any ideas I what else to try?
 
Is Office creating this file in the default location or did you specify somewhere different?
