Outlook 2003 client (exchange server) Download Headers option

I have been using the 'Download Headers' option in Outlook 2003 for a while with no problems. It's very useful when working remote. However the last two weeks it has started to download the full mail item (and attachement) when I just hightlight the mail. Before I could scan down the whole list of mail headers and double click on the ones I needed to download. I don't have a preview pane and have checked it set just to download headers. Does anyone know what I could do to resolve this problem?
