Outlook 2003 Cant Open rtf file

I have run into a strange issue with Outlook. The owner of my company can not open any rtf files in Outlook or save them. This is the basic message.

"Can’t create file: right click the folder you want to create the file in"
 
Try cleaning out the Outlook temp folder for the user. It is normally located at C:\Documents and Settings\username\Local Settings\Temporary Internet Files\. The folder that you want will be OLK# where "#" is a random number. You will need to show hidden files and folders in order to see the folder.

The easiest way to find the folder is to do a search for OLK in C:\Documents and Settings\username and include hidden files and folders in the search criteria.

If your user profiles are not on drive C: then substitute the correct drive letter.

The temporary internet folder doesn't exist. Just to clarify this is on a Terminal Server and he can open other documents.
 
I'm sorry, I didn't realize that you were talking about an issue on Terminal Services or my answer would have been the link that you found.
