Outlook 2003 Calendar Free/Busy settings

Hi

Does anyone out there know why when you set the "All day event" in the calendar for a new appointment that the "Show Time as" changes to Free instead of busy?

Also if this default can be chnaged does anyone know how? If so can it be done on a global scale?
