Outlook 2003 Cached Exchange Mode 1

Hi guys,
I am getting the following error message:
"Cannot start microsoft Outlook. Unable to open the Outlook window. The set of folders could not be opened. Out of memory or system resources. Close some windows or programs and try again."
In the past this has been caused by Cached Exchange Mode. If I disable it I can export to a .pst, delete and recreate the mailbox then import the .pst again.
However, this time the users Cached exchange mode is greyed out. Does anybody know how to re-enable this?

One of the new features of Exchange 2003 SP2 is the ability to block users from switching cache mode off. It sounds like this might be the case. It is designed to control bandwidth consumption.
