Outlook 2003 Attachment Issue

Good Morning All-

I've got a rather strange problem with Outlook 2003. I have one user that when someone sends him an email with an embedded attachment (for example: another user has a .jpg file in her signature file) the attachment only shows up as a red "X".

To make things stranger- he can open the email and hit "reply" or "forward" and the object shows up just fine, but never in the originally sent email.

I've checked all security settings and everything is setup to allow these objects to be displayed. I've also had the same user send me the same email and I am able to view the signature file just fine.

Any Ideas?
