Outlook 2003 attachment delivery problem

I have a problem where Outlook 2003 users are experiencing problems sending attachments to other internal users. For example, one user sent an email with a Word attachment to 5 users. All but one received the attachment. When the user tried sending the attachment to the user again he still didn't receive it. I don't know if the user was able to receive the attachment from one of the other users who received it okay.

What is weird is that the user sent out another email with an updated Word attachment to the same 5 users. This time the attachment was received by all but one (not the same user as previously)

Any ideas?
 
Do you have any third part software running on your mail server, especially anything that talks to exchange ? (assuming you are running exchange, of course)
 
The users don't have an Exchange Server but instead POP an e-mail server (NetPilot) to download their email. I'm pretty sure it has nothing to do with NetPilot.

To clarify the problem, a user sends an email with a Word attachment to 5 colleagues. 4 users will receive the mail okay, and 1 will only receive the email and not the attachment. The user can try sending it again but the attachment will still not be delivered. However another user who originally received the attachment can forward the mail and attachment to the 1 user and this will arrive okay.

I guess I need to check what mail clients they all use and check the email headers before I get close to a solution.
