Outlook 2003 always starts offline

I have a user who's Outlook 2003 always starts in offline mode and he has to go to uncheck the work offline every time he starts outlook. Even if he unchecks it and closes outlook right away then immediatly opens it again and enters username/password. it is back in offline mode. I have fiddled with a couple settings before but nothing seems to help. This is the only user it is happening to and he no other connectivity problems with internet or network apps.

What are the Connections settings set at???

Do you have cached settings set up in your company? I've found sometimes the OST file may be corrupt.
