Outlook 2002 - Unable to send through MSMail/MAPI Account

I have been working on setting up a new computer for one of the people in our office. I've gone through this process a hundred other times with no problems, and I can not for the life of me figure out what is going wrong this time.

We use Outlook 2002 as our email client. We have a pretty archaic setup for inter-office email. We (still) use the old MSMail setup that basically installs a MAPI service/account for LAN email. We also use a standard POP3 account for internet email.

The POP3 account is working perfectly. However, the MAPI account refuses to send messages. I've checked and triple checked every possible setting and everything is set up correctly. When trying to send a message using the MAPI account, the email just sits in the outbox, refusing to do anything. It's like outlook doesn't know that it needs to send through the MAPI account.

Outlook is pointed to the correct server mailbox location because when I click the "To..." button in a new email, it brings up our list of inter-office email users. Also, the POP3 account is set as the default email account, but this is how all of our email clients are set up.

Does anyone have any suggestions at all? Even if they are way out there and have only a tiny chance of working, I'll be glad to hear them, because I literally have no idea what to try now.

In the Accounts Properties dialog, double-check the Outgoing Mail(SMTP) setting to make sure it is spelled properly, and points to a server that the client has rights to. Also check to make sure that the password has not mysteriously disappeared and the "save" checkbox is checked. If this all looks good go to the connections tab and verify the settings there. If all looks good, try deleting & recreating the account, using the "test connection" button. If all that fails, beat the PC with a sledgehammer, set the server on fire, and have a cold beer.
