Outlook 2002 slow opening

I'm using Outlook 2002 on Windows XP Pro. If I login as a different user, Outlook 2002 takes a long time (15 seconds) to open. This new user has no email in the inbox. It only happens for the new user. All users tested are in the Administrators group.

Any ideas?
