Outlook 2002 - Send to limitation?

I have a user attempting to send email to multiple recipients. The names are being drawn from various groups set up in the address book. The number of people being sent mail at one time ranges from 12-125. The problem comes when we get into the higher numbers (seems to be 64 on), the email will be returned with the following error messages:
Beginning of the email: User mailbox exceeds allowed size
End of the email: message truncated

Previous version of Outlook (98) this did not happen.
 
Unless I totally mis-understand, the following should apply:

Usually User mailbox exceeds allowed size means an individual's mailbox is full.

One can either clean up the mailbox or ask the exchange admin to increase the mailbox size.
