Outlook 2002 - Rules in Error message displays when application is opened.

-I have deleted all rules from the rules wizard.
-Ran a Detect and Repair in Outlook.
I read something during my search that Outlook can be configured to display these messages - Where do I turn it off though? or is this simply corrupt rules on Exchange Server that need to be cleaned?
