Outlook 2002 Red X Pictures when forwarding

Recently started having a problem with Outlook 2002 SP3 on Exchange 55 that I cannot forward inline pictures. The reciepient only gets Red X's where the pictures where. (Same if I forward it to myself) Mail Format is set to HTML and Send a copy of pictures rather than Internet reference to their location is checked. Source shows the image location to be something like: src="cid:somelongnumberCAD"

I find lots of references to similar problems in Outlook Express, but the solutions don't apply to Outlook.
