Outlook 2002 Email Account Issue

I need to add an email account to Outlook 2002 for a user. When I try to do so I'm told I cannot do so from within Outlook and I must create the new account by accessing the "Mail" icon in control panel. The problem is there is no mail icon in the control panel. I'm not certain if this is a result of a security policy or if there's something else I'm missing. The OS is Win2K SP3, fully patched and up to date. I tried uninstalling Outlook and then reinstalling under the users profile but the issue persists. I would imagine there must be some way I can delete the current Outlook profile via the registry. If anyone can shed some light on how I might resolve this issue I'd be greatful. Thx.

Don't they have an Outlook icon on their desktop that you can right click on and select Show Profiles?
 
There is an Outook icon however when I R-click on it the "show profiles" option is not present. Someone on another forum recommended running the mail configuration application (i.e. the mailbox in control panel) via command line (i.e. "Start", "Run") however I need to know the name of that file. Any ideas?
