Outlook 2002 automatic send/receive problems

I am using Outlook 2002 and a broadband (ADSL) connection - trying to get Outlook to download all new messages every 15 mins without me having to hit the Send/Receive button. But it doesn't work!
I have not loaded Service Pack 1 - does anyone know how to fix the problem, is it fixed by the Service Pack?
