Most likely you have to set up Outlook to use contacts as an address book. Right-click contacts in the folder window and chooose properties. Click on the Outlook Address Book and check the box "Show this folder as an e-mail Address Book"
This will allow you to change address books in the send window so you can use your contacts.

You need to set each Contacts folder via the method cckens mentioned. Each has a checkbox on the Outlook Address Book tab.
