Outlook 2000 - syncronisation issues

How do you turn off syncronisation on startup in Outlook 2000 ? This is taking far too long as user is dialling in using a mobile infrared signel.
Also, is it possible to select to only see headers of messages until you select which messages you wish to see in full - again to save time when dialling in.
