Outlook 2000 - Sending an Email w/ a pasted in picture

I have a user restricted NOT send an email over 300k. I got a call saying that they can't send the message because it has exceeded the limit.

I went to take a look. What this person did was typed up a couple of paragraphs and at the end of it, pasted a JPEG file in.

I took a look at the JPEG file and the file was a little over 200k in size. When the person pasted the file into the email, the email size grew to 3MB. Why and How?? Without the picture pasted in, the email is only 10k in size.

So what we did was attached the picture to the email, and then the size was about 213k.

I am just curious why it grew a lot when the picture is pasted in, whereas it is not when it is attached.
