Outlook 2000 send/rec missing or inop

I have a customer running Windows 2000 and Office 2000. She can start Outlook and it will automaticaly recieve e-mail. The problem is that when the main page is open (displaying the in box) The send/rec forwarding and reply buttons are all grayed out. If she creates a new message, there is no send button showing at all. So she has no way of replying, forwarding or sending a new message. I have compared all of the settings with an identical set-up that is fine and I haven't come up with an answer. Any ideas?
 
Could this installation of Outlook have been set up as 'no e-mail'? Check Tools, Options, Mail Services tab, Reconfigure Mail Support...

A 'Detect and Repair' might be worth a shot.
