Outlook 2000 Question

So a user logs into a 2000 Terminal Server. Launches Outlook. Types a message in Japanese using a Japanese input locale. Sends out using Exchange service and is received by recipient in legible Japanese. However, user also has an Internet Mail service defined, and if I set that service to be processed first, the message will be sent by that service, and is received with all question marks instead of Japanese characters. This is usually an encoding issue, but it only happens when sent using the Internet Mail service.

The Exchange service will eventually go away, and I need the Internet Mail service to be the default service sending anyways, has anyone else seen this or have suggestions?

I should add in Outlook, Tools>Options, I tried the different options for MIME and UUENCODE. No help.
