Outlook 2000 New Mail Won't Open On Web site

I have a quick question regarding outlook 2000. Originally, when I was on a web site and wanted to contact that site, I could click on the contact button on the site and outlook would open, and also the new e-mail screen would open with the "to" section filled in with the contact persons e-mail address filled in. Something has changed and now when I click on the contact button on a site, outlook opens but the new e-mail screen does'nt, so I don't get the person's e-mail address filled in, and there's no way to determine the address. I've looked around in outlook and even in internet explorer to see if there is a setting, but I can't find one that fixes this. Does anyone have a solution for this problem? Any help would be appreciated. Thanks.
 
There was no mention of which OS you are using so these directions may be slightly different.

1. Open Windows Explorer
2. TOOLS - FOLDER OPTIONS - FILE TYPE
3. Look for the File Type URL:MailTo
4. Click on ADVANCED
5. Select the OPEN action and click on EDIT
6. Enter the following command in it entirety.

"C:\PROGRA~1\MICROS~2\Office\OUTLOOK.EXE" -c IPM.Note /m "%1"

(adjust the path depending on where you have Outlook installed).

It sounds you have half of the command where it instructs to open Outlook but all the rest of the command is what is needed to tell Outlook to open the e-mail message and enter the address joegz
