Outlook 2000 Forms error

When I attempt to create a new form in outlook it prompts me that my logon credentials that have been supplied are incorrect and it then asks me to input my username domain and password. It put all that information in and it continues over and over with the same bit. The exchange server is on a different domain and we only have a PDC no BDC's in our domain. What do I need to do to fix this. Thanks.
