Outlook 2000 - every one using the same custom outlook bar

This is probably an easy one, but I haven't been able to find the answer yet...

We will be using 'digital dashboard' to customize the outlook today page, but until have the time to do that, I want to have a customized outlook bar for all of our users. How can I set that up so that when outlook starts up it looks to a common/global outlook bar configuration instead of local settings. I would hate to have to configure each user individually.
