Outlook 2000 - Blank send to, with contacts

Can anyone help? One of our users, with Outlook 2000.
When he clicks on his contact folders, can see all of his contacts fine.

However, when he does a new mail, clicks on the to button, then look in contacts, the list is empty.

If he goes to his contacts, right clicks a contact abnd then clicks "new message to contact", this also works. He just can't do it from a new email (which is of course the only way he wants it)

Go to View-Folder List.
From the Folder List, right click on the Contacts Folder
Click Properties
Click the Outlook Address Book tab and Make sure there is a check box next to "Show This Folder as an E-mail Address Book
