Outlook 2000 autoreply rules problem

We are having a problem with our autoreply rules inside Outlook 2000 using exchange server 5.5 sp3. We have several users that need access to the same mailbox, which has several server side rules set up on it inside outlook 2000. How can you prevent the user from modifying these rules?

One of the rules is a server generated autoresponse (have the server reply with a generic message). Once this rule is established, it works fine. However, if you edit any of the rules for that client, the rules become client-side.
