Outlook 2000 and unexplained passwords on PST files

We have had two cases recently where Outlook began prompting for a password to access a PST file. The thing is that it will show what's in the PST file for a while, it's only while doing a Send/Receive that the password seems to be required. Also when I used a password cracker on one of the files, it says that there is no password set.

What am I missing here? And why only these two?
