Outlook 2000/2003 Flags Don't Transfer Correctly

Office 2000 Pro/Office 2003 Pro/XP SP2

I will be supplying a number of Office 2000 users with new PCs with Office 2003. I have found that when existing emails, etc. are first transferred into Outlook 2003 from Exchange any messages Flagged for Follow Up do not appear to be working correctly.
The flags display in a different format to newly flagged messages (i.e. coloured flag rather than flag on coloured background) and the reminders also do not seem to display at all.
